East Siberian state Academy of Culture and Arts has scientific, creative relations with foreign partners from about 30 countries of the world. Presently the most active partner of the Academy is IOV – THE INTERNATIONAL ORGANISATION OF FOLK ART. The only international organization dealing with all the problems of culture of nations, folk art and cultural heredity. First and foremost task of the organization is creating favourable conditions for mutual understanding, confidence between different peoples of the world,so contributed to strengthening and preservation of peace all over the world.
Academy closely coorporates with Mongolian State University of culture and arts . (MSUCA), Lyaolinskaya school of culture and arts, Tsilin Institute of Russian (TsIR), State University of State Ogaio (USA) and others. Teachers and professors of the Academy are constant participants of scientific practical seminars, conferences, creative laboratories, master classes. Not only teachers work at the Academy. Presently at the department of ethnology and folklore works a teacher from Mongolia Dambadou Natsagdorzh. Many scientific practical and creative international activities are held. The biggest of them is International symposium «Baikal meetings». The idead was given and realized by Kitov Viktor Vasilievich, art leader of the ensemble "Siberian sovenir". In 1988 there was held first folklore festival. In 1998 the idea was originated and second "Baikal meetings: Preservation and populization of traditional folklore in poli-ethnic countries". IN 2001 «Baikal meetings» were devoted to cultures of nations of Siberia.
It became traditional to hold it every 3 years. So «Baikal meetings» were held in 1995, 1998, and 2001, 2003 годах, the symposium is to e held in September 2005. Symposiums, organized by ESSACA, are held under guidence of Ministry of Culture of RF, International organization of folk art IOV with UNESCO (Austria, Vena) and Russian State House of Folk Art (Moscow).The topics of the symposiums include sharp problems of existence of folk art in modern culture, its preservation and popularization.As a rule, scientific work of the symposium is accompanied by the bright cultural program consisting of different performances, folklore festivals, exhibitions, concerts and excursions, making "Baikal meetings" every participant's unforgetful events.
Regularly on the basis of the Academy with the support of Mongol State University of Culture and Arts, International Russian-Mongolian scientific practical conference «Cultural space of Eastern Siberia and Mongolia», with Russian and foreign participants.
In October 2004there was held international competition of performers of stringed folk instruments of the countries of Asia-Pacific region. One of the first and brightest colectives of ESSACA is Ensemble of folk music «Siberian suvenir». It is the leader of the number of abroad of all the art collectives of the Academy.
The ensemble created in 1983 made 24 tours abroad, having visited 14 countries, the geography of the journeys spreads to the countries of Europe, Asia as well as Northern America (Switzerland, England, France, Spain, Italy, Austria, Poland,Hungary, Ruminia, Turkland, Mongolia.

Students of the department of arts take an active part in tours abroad::
In July 2001. students of the department of arts (Buryat National studio) take an active part in the theatrical festival «Riddu-Riddu» (Norway, city of Mandelene), in the group «URAGSHA», giving the performance «Story of a long winter night».
In March 2002г., in USA (New York). students of the faculty of arts in the part of theartrical group "La Mama" Participated in the project «YARA ART`S GROUP»; there was shown the performance «Howling» .
In Autumn 2001 students of the the faculty of art went to MPR on the treaty with MSUCA about Academical exchange; and they participated in theatrical international festival of Mongolian speaking people in Ulan-Bator with the show "Girls of Uleisk". On the basis of the Academy foreign citizens are taught at the full time department of the faculties of the Academy, as well take postgraduate courses. Foreign citizens are admitted to ESSACA according to inter-governmental treaties, from Ministry of Education of RF, on the basis of individual contracts and fulfillment of double treaties on Academician exchange with the partners of the Academy.
Foreign citizens who successfully studied the curricular and passed the final state attestation, are awarded on state sample diplomas of the corresponding education and qualification. - application with the education received in it;
- certificate of the courses of Russian (or in the first year study at the preparatory department);
- copy of certificate (document) on education, notarized orderly, with the subjects studied and exam marks on them (points);
- medical conclusion notarized by the official organ of the country sender;
- copy of birth certificate notarized orderly;
- 6 photos size 4/6.
Documents necessary to take the postgraduate courses (original with attached translations into Russian notarized):
- application with full name of speciality;
- copy of certificate (document) of education, notarized orderly, with the subjects studied and examination marks (points) on them ;
- medical conclusion, notarized by the official organ of Medical care of the country sender; - certificate of absence of AIDS infection, notarized by the organ of medical care of the country sender;
- copy of birth certificate, notarized orderly; - 6 photos size 4/6.
Besides, applicants to take postgraduate courses are to present the copies of the documents of higher education at the level of specialist or magistrate of sciences\arts notarized orderly and records from the credit register or leaf of the subjects studied with marks, as well as the list of published works (if there such).
Applicants coming for enhancing of qualification are prefered to have a program (plan) of a special course.
Foreign citizens who successfully finished the postgraduate courses and defended dissertation (in the framework of ESSACA it is possible to defend dissertation on the speciality "Culturology", scientific degree of candidate of sciences are given and awarded diploma of candidate of sciences of state sample.
Teaching at the postgraduate courses at FGOU vpo is possible on the following specialities:

240003 Museum study, conservation and restoration of historic and cultural objects
170001 Theatrical art;
170002 Music art;
070002 Fatherland history;
070007 Ethnography, ethnology, anthropology.
At the Academy foreign citizens are taught Russian as a foreign language at the preparatory courses. Documents necessary take preparatory courses are the same as to enter the Academy.
During the time studies at the Academy, foreign students are given room in the hostel of the Academy. Foreign students have possibility to participate in all the scientific creative and leisure activities equally with the other students of the Academy.
