Elected by the rector of ESSACA in 1995.
Under her her leadership the staff if the institution got its stutus - Academy of Culture and Arts, which develops dinamically, got its stutus among educational institutions of Russia and abroad, became inter-regional center of training staff workers of culture and arts.
As the result, the realization of Conception of development of ESSACA there were opened representatives and branches in the Republics of Saha (Jakutia), Tiva, in Irkutsk and Chita regions, made agreements to train the staff with the Governments of the territories, as well as the Governments of the Republics of Hakasia, Kalmikia, Mountainous Altai, Ust-Ordinsk and Aginsk Buryat national districts.
R.I.Pshennichnikova - leader of the development of conception of ESSACA as Euro-Asian institution of culture and arts. Strategic direction of the conception – formation of single and multi-sided information cultural and educational space, problems of preservation and development of traditional national cultures. In 2002 there was confirmed“Academical educational complex of culture, arts and social-cultural technologies of Eastern Siberia and North ” with the aim of intergrating human, intellectual, information resources, improving quality of qualification of training specialists and development of non stop system of art education. There were opened postgraduate courses on 5 scientific specialities, 3 specialized Councils on defendence of candidate dissertations on history and theory of culture.
Thanks to active work of Pshennichnikova R.I.on Russian international levels as expert of state attestation commission of state higher educational instititution of Russian Federation on the attestation of a number of higher educational institutions of Russia (Moscow, Khabarovsk and others), member of Presidium UMO of Ministry of Culture of RF for working out state educational standards in the sphere of informative education, chairman of the commission “Preservation and development of cultural heredity of of the world” International organization UNESCO on the preservation and development of folklore(IOV); member of International bibliography Institute of USA; Vice-President of International bibliography Institute of Cambridge University(Great Britain) raises prestige of the Academy, it becomes more well known.
Besides much organizational work, R.I. Pshennichnikova deos pedagogical work: delivers and introduces new author courses on culturology, library pedagogic and psychology, in charge of postgraduate students.
Scientific work is a significant part of her activity. Today Pshennichnikova R. I. is a member of the Council on national relations and national policy, Concil of women, member of Council on culture
Pshennichnikova Raisa Ivanovna - correspondent member of SO AN VSh, academician of MAN VSh; academician of MAI, honour professor of Tsiling Institute of Russian Language Chinese People's Republic (1998), honourable doctor of Mongol University of Culture and Arts(1998 ), rewarded with Silver Medal and Honour diploma of Cambridge University(Great Britain, 1998), distinguished sign Goldem medal SPI(Association of industrial support) of France, as leader, internationally recognized for personal contribution in the sphere of strategic management,
She was rewarded by the Sign "Golden palm twig" and Certificate of National foundation “social recognition ” of Russia (1998), and much personal contribution into development and introduction of interregional cultural educational programs, for fruitful methodical training, scientific and creative work were given honourable degrees Honour national education worker of Buryatia Republic (1985 г.), Honour culture worker of Russian Federation(1996 г.), distinguished by “Excellent worker of Saha Republic(Jakutia)” (1999 г.), honour paper of President of Tiva Republic (1999 ). She was given certificate to be written into "Book of honour of Siberia"– for much contribution into development of system of education in the sphere of culture and arts; awarded on Certificate to be included into «Book of Honour of Ministry of Culture of Buryatia Republic»; rewarded with the memory medal «Encylopedia«Best people of Russia» (2004 ); rewarded with the distinguished sign «Best employer of the year of Russia» for quality social policy(2004)
